Per-user permission with multiple groups is probably needlessly complicated at this point.
Let's do neither.
No individual permissions.
No multiple groups.
Instead, a user gets all their permission from a single group/permission set.
To maximize the utility of this, we'll make it easy for an admin to:
* see how many and which users are the groups/permission sets
* copy/clone an existing group/permission set
