When OpenBSD httpd serves .txt files, it doesn't seem to be serving them as UTF-8.
Hmm, I can't figure out how to get httpd to send a "text/plain; charset=utf-8" header.
Maybe it can't. Disappointing.
Maybe relayd could modify the headers, but that seems like overkill.
